The Virginia Alcoholic Beverage Control Authority does not have a license designated for gift basket businesses; however, an individual may want to apply for and receive an Internet Retailer License. An Internet Retailer Licensee cannot have a storefront. They must receive brand owner permission on all products sold. They must report monthly sales to the VA Alcoholic Beverage Control Authority. Alcohol licensees who operate with an off-premises license such as gourmet shops, grocery stores, convenience stores, and restaurants may be able to sell wine and beer in gift baskets.
